– The reading of this bill, which we comment on, as well as the bill which is being amended by this law, shows – it is simply a simple and very unpleasant impression – that the government's goal is to multiply bureaucracy more than aid to the flooded. In the flood relief bill, the government placed 2 benefits in a place where 1 would suffice. We have a flood allowance, a random allowance that requires officials to verify the exact same papers and are paid in the same situations. The only difference is whether the individual entitled to the allowance has children or not.
As a Confederate 2 months ago, we offered to combine this into 1 benefit., the elimination of the random allowance, the elimination of the full single bureaucratic procedure. The majority ruling our amendment without reading, without discussion threw it in the trash, due to the fact that it was the Confederate amendment. As a consequence Officials must now do the same work twice.
Another example: intervention. I will remind you of the situation 2 months ago erstwhile we were dealing with the flood-removing bill. In the first bill there was no intervention benefit for entrepreneurs at all, the government forgot about entrepreneurs, and erstwhile he realized that he had forgotten, he quickly, for rape, in the form of an auto-correction performed in the Sejm the same day it was filed, wanted to make up for it. The effect of the fact that for a fewer days nothing happened in this case and it was not well thought out is that it was done just like that.
In the law on which we are dealing today, we have fresh provisions on the intervention benefit, de facto a completely fresh procedure for paying and counting this benefit, but due to the fact that we have the rule of protecting acquired rights, it is besides a regulation in this law that if, under the fresh procedure, individual is entitled to little money than on the basis of the old one, he is equalised.
What does this mean from the position of bureaucracy, from the position of officials? That means you gotta number twice. This means that there may be situations where the office will gotta number all of this twice to see if the procedure will be greater and so the amount to be provided to the individual entitled to this benefit.
I am no longer talking about problems with the explanation of regulations, due to the fact that for the last 2 months in flood areas the constant subject of talks and discussions in public offices was that it is not known how to interpret this botched flood bill 2 months ago. It was not known how to interpret peculiar concepts. Officials held up the procedures, waiting for a solution as to the explanation of certain concepts that were to come from Warsaw.
Today we hear even from this talker from representatives of the ruling coalition, we read this in the explanatory memorandum of the bill, that what we mention to in this bill 2 months ago are explanation problems with the simplest concepts. What are the results? The effects are that, for example, in Kłodzek, according to the condition of 2 days ago, that is, 2 months after Prime Minister Tusk promised PLN 100–200 1000 for the reconstruction of houses, not 1 benefit in this amount was paid. So the question arises: Have these conclusions been duly verified? due to the fact that if individual skips the procedure and simply tells them to pay, then in fact there are doubts whether it is done correctly.
Similar reports of suspension of payments, of payment congestion are from Bystrzyca Kłodzka, Ząbkowice Śląski, from another cities affected by the flood. Representatives of the ruling coalition themselves admit that officials can't handle this excess bureaucracy. But it's not the officials' fault. This is the responsibility of the legal organization that was admitted to this courtroom 2 months ago, even though we have been paying attention to this, even though we have tried to correct it as an opposition. All these amendments were collectively thrown into the basket by the ruling coalition.
The government failed the flood test twice. First, in preparation, during the flood itself, during the management of what the rescue action looks like, and the second time in the last 2 months, erstwhile it failed to pass the examination of the removal of the effects of this flood. Unfortunately, the costs of this incompetence are borne by the victims of flooding. Thank you very much.
