On Tuesday, the Council of Ministers adopted a draft amendment to the Homeland Defence Act, informed the Chancellery of the Prime Minister. The changes concern, among others, improved recruitment, increased benefits for soldiers studying abroad and increased compensation in the event of the soldier's death.

The draft of the Act on the Defence of Homeland, i.e. the basic act governing the defence and functioning of the Polish armed forces, was prepared by the MON.

On Tuesday's Communication, the KPRM indicated that the project, adopted by the government on Tuesday, provides for numerical and qualitative reinforcement of Armed Forces personnel, including by improving the recruitment and conduct of military service. “ The recruitment procedure for a individual applying for military service will proceed without undue delayIt’s okay. ”

As indicated in the explanatory memorandum and the impact assessment of the regulation of the novels, its primary nonsubjective is to improve the recruitment process for the military: "standardising actions to strengthen the numerical and qualitative personnel of the Polish Armed Forces". "In addition, the task includes a number of regulations that will improve the processes of managing the Armed Forces' individual resources, in terms of personnel, financial and disciplinary activities", the project's authors assess.

The draft of the novels assumes – as KPRM has transmitted – changes in regulations concerning sending soldiers to survey abroad. As passed on, according to the project, if discipline lasts longer than 6 months, the professional soldier will be able to take the household with him; a peculiar witness for specified soldiers will besides be introduced. In addition, a motivational provision is to be introduced for professional soldiers in the course of training at a military college, a junior advanced school, a training centre or a training centre and non-professional soldiers.

The task besides provides for an increase in compensation in the event of a soldier's death, following an accident during military service.

In addition, the draft proposal provides financial support for defence organisations that can be awarded peculiar grants.

The changes besides concern the operation of the Armed Forces Support Fund, a financial instrument from which many large arms contracts concluded by Poland are financed. Fund appropriations which will not be utilized for 1 year in the implementation of multiannual contracts will be considered as ‘non-exhaustive expenditure’. In addition, there is simply a solution in the plans whereby the transfer to the Fund of the budget from MON over the course of the year will not require a revision of the Fund's financial plan – and consequently, it will not require a parliamentary opinion from the Defence Committee or the Ministry of Finance.

The planned regulations besides included regulations relating to the definition of tasks for the Operation Commander of the Types of Armed Forces – responsible, among others, for the safety of Polish airspace or Polish military contingents abroad – in the field of crisis management at NATO and the European Union level.

The Homeland Defence Act was adopted in April 2022 and replaced many previously in force acts concerning the functioning of the Polish Armed Forces and the full state defence system; it is now the primary legal instrument governing this area. The bill has already been amended respective times.
