Cardinal Stephen Chow was born in 1959 in Hong Kong. He went to the United States for college, studying psychology and doctrine in Minnesota. He joined the Society of Jesus in 1984. He later educated in Dublin and Chicago, among others.

In 2021, he became Bishop of Hong Kong. He initially rejected the nomination; he only accepted it erstwhile he received Francis' individual letter request.

In 2023 Francis elevated him to Cardinal's dignity.
