The Institute of civilian Affairs (ISO) made an appeal to the Minister of Education Barbara Nowacka to introduce a common ban on the usage of smartphones, tablets and another mobile devices in nurseries, kindergartens and primary schools from 1 September 2025. The ban would apply for a three-year trial period and would apply to both students and staff of the facilities.



ISO argues that the current government leaves the decision on technological constraints to individual schools, leading to divergent practices and conflicts with parents. The organisation stresses the request for central regulation to harmonise the principles of digital hygiene in educational institutions.

The appeal pointed to a number of negative effects of excessive usage of mobile devices by children, specified as:

Vision problems – even 1 in 3 first graders can have imagination problems.
Difficulties with concentration and memory.
Social isolation and failure of healthy peer relationships.
Sensitivity to inappropriate patterns promoted on social media.
Cyber-violence threats.


ISO cites investigation and recommendations from global organizations specified as UNESCO, which informs that almost all 4th country in the planet has banned the usage of smartphones in schools. In addition, the American Paediatric Academy and the Canadian Pediatric Society urge that pre-school children do not usage tablets at all.

The Institute besides recalls the words of prof. Manfred Spitzer, a German psychiatrist and neurobiologist who warns against the negative effects of smartphones on children's wellness and development:


“Every day without a smartphone is simply a good day. The minute you give your kid a smartphone, you will fight all day – don't usage it here, don't usage it now etc. Therefore, my recommendations to parents are specified – until the kid is thirteen, fourteen – no smartphone. erstwhile more – the longer you can postpone this moment, the better for your child. There is no another answer.’

The ISO appeal coincides with the investigation results of the Centre for the investigation of Social Opinions (CBOS), which indicate that 73% of Poles support the ban on the usage of smartphones by students in schools, and 71% advocate the introduction of uniform, nationwide regulations on this issue.

The Institute of civilian Affairs has been campaigning for years to introduce digital hygiene rules in Polish educational institutions, stressing the request to defend children from the negative effects of over-using technology.
