After scratching off a very thick layer of phraseology and propaganda, it looks like strengthening the Polish defence as described in the following entry. No substance who's in charge. And this is the responsibility of politicians, not the Armed Forces.

The military has no autonomy in this system, but is subject to politicians. And these are grossly incompetent (because before the election nobody knows who's going to go to the government) and deficiency of experience in the management of technology production and development (because democratic policy has nothing to do with it).

Theoretically, it would be expected that the rulers would give a fieldwork to the experienced managers outside politics. Sometimes they even try. But the average politician has so small contact with business people that he frequently can't tell the difference between a assured smart-ass and a con man and an experienced manager. And he doesn't know how to get along with a manager. How to demand. How to control the advancement of work. That's what I think.

I think you deserve that knowledge. possibly then we can overcome it together. This will require quite a few effort, due to the fact that the strategy promotes the replication of pathology and the removal of problems over time alternatively than reformist zeal. 1 individual can't change anything here. It takes organized effort.

I'm leaving that to think about.
