Member Roman Fritz on behalf of the Confederate Club on the presidential bill on the individual assistance of persons with disabilities, 1 October 2024.
– At first glance, all usually responsive individual wants to aid people affected by fate. This is what our Latin civilization is based on, that we aid and defend the weaker. In alien civilizations, a discrimination is the attitude of defending ourselves or our own tribe or a spiritual or national group.
This presidential bill has many legitimate demands and good intentions, but as usual in specified situations, many pressing issues request to be answered and many doubts removed. They can be grouped as a problem subject with 1 basic question: can we bear the burden of statutory obligations in the context of the demographic collapse and crisis affecting all areas of the state's functioning as a society?
Specific issues can be highlighted as follows.
Firstly, whether the task promoters have made an estimation of what number of people can become beneficiaries of this law.
Secondly, do we know what the number of individual assistants will be necessary?
Thirdly, how are we expected to make an army of their superiors called supervisions in Poland?
Fourth, whether and how essential training and instruction for individual assistants will be carried out.
Fifthly, if that is not enough, there is besides a request to employment the full brigade of assistant service coordinators.
Sixth, what is the process of analysing and evaluating the situation with individual visits, etc. Are we able to know the cost of entry into force of this bill?
Seventhly, do you not have any thought that you are multiplying further decks of requests, reporting, reporting and bureaucracy? This applies, for example, to Article 28 of the draft.
Eighth, Chapter 6 of the task discusses the financing of this project. Who's gonna pay for this? Of course, the Polish payer in the form of a peculiar subsidy to the state budget. The current draft budget assumes a evidence deficit – it's just for consideration.
After nine, in the description of the project, we have global and national experiences, among the erstwhile – experiences of just a fewer countries, including Norway which is not a associate of the European Union. This is comforting and shows that there is life outside the Union. However, Scotland was placed there. We realize that the UK authorities have not implemented specified a solution.
10th, will Polish society be able to sponsor the services discussed here for a multitude of immigrants, especially Ukrainians, and expected refugees from the mediate East? How many people will be like that? We have no idea.

General comments at language level, due to the fact that here, too, we come in so characteristic of the times of the revolution, the fresh 1 indicating, of course, the English-language sources of this project. Assistance. Why not operate Polish, better word for “help”?
Supervision of individual assistants. Well, ladies and gentlemen, the word “supervision” practically does not be in Polish. It is most likely a dull translation of the English word “supervision” meaning sovereignty, supervision, control, monitoring. A supervisor of individual assistants. Just like above. This axious Englishism may be met during psychotherapy classes.
Note to the margin: Are the laws intentionally written with abroad raids?
Undoubtedly, the question of recruitment for assistants, supervisors, or coordinators is simply a separate issue. There is clearly a request to hire legions of nurses, who we have on the marketplace of medical services for medicine, nomen omen. And attention, what is not visible in the project, is: although the task assumes quite a few limitations, in the case of hiring assistants there is, for example, no request to talk Polish. Should the employment marketplace in this case be managed by people of mediate east or Ukrainian origin?
Finally, the general remark. We know that people with disabilities are people who request peculiar care and respect. However, it seems that these people's problems frequently become an chance to usage them in a political way, without taking into account real needs and costs.
There are less and less Poles, spending on a individual is increasing at a frightening rate, and here, it seems, politicians care all the time only about their image, cynically utilizing people who are truly affected by fate. For example, it would be useful to make a strategy of incentives, taxation exemptions and ZUS contributions for helpers and families of people with disabilities. Thank you.
