The president of Slovakia signed Act requiring NGOs to be full transparent in terms of funding. From now on, any NGO whose yearly income exceeds EUR 35 000 will gotta draw up a study containing information on its donors who have provided financial support of more than EUR 5 000. If this request is not met, fines shall be imposed.
Slovakia has adopted a law against financing NGO from abroad. The Slovak Parliament approved a regulation requiring NGOs to disclose in the transparency reports a number of detailed information on donors and how public funds are managed.
The fresh reporting requirements concern non-profit organisations, foundations and associations with an yearly income exceeding EUR 35 000. NGOs will be required to prepare reports in which they will disclose the data of each donor who has donated more than EUR 5 000 in a given year. In case of non-compliance, a strategy of penalties is provided, including a fine of up to EUR 1000.
The vote on the draft law on NGO transparency has been postponed many times. The coalition Social Democratic organization Hlas-SD has made its support for the task pursued by the national-conservative SNS organization subject to respective amendments. This included the treatment of NGOs which straight or indirectly influence politicians as ‘lobbists’, so that they would be subject to administrative requirements. In the current legal state, lobbyists in Slovakia can operate freely and not the state requires them to register.
The utmost left has hailed the adopted solutions as a "step to building fascism" and "a law written under Putin's dictatorship". The law strikes first of all its interests.
