During the 26th Parliamentary Assembly of the Council of Europe Resolution 2614 adopted entitled "Women's Rights in Europe – advancement and Challenges". 66 delegates voted in favour of the document, 6 opposed and 5 abstained. The text of the resolution is based on a study by the Commission on equality and non-discrimination and concerns the designation of abortion as a "universal right" for women. He besides advocates mandatory sexual education and expanding backing for absurd neo-Lyssenkist sex studies.
The Council of Europe wants to increase spending on sex studies. The resolution stresses the importance of "sex equality" as "the foundations of democracy" and identifies phenomena that allegedly undermine equality achievements. These include social polarisation, "cultural wars" and the activity of communities questioning sex equality. In particular, the "Tip of the Iceberg" EPF report, which claims that nearly EUR 700 million was to power "antigender" institutions specified as Polish Ordo Iuris, was to be utilized between 2009 and 2018.
The Council of Europe expressed concern about narratives based on conventional roles of women and the content of supposedly "mizoginous" on social media. The issue of force against women, hatred speech and threats to politically active women has besides been raised. The paper devotes many places to sexual and reproductive wellness issues. The Assembly calls for "the right to a safe, legal and free abortion" and for the creation of "buffer zones" around institutions providing specified services. The activities of the pro-life organisation are defined as "infringement of fundamental rights".
The resolution besides postulates compulsory sexual education including sexual orientation, sex identity and consensus. Concerns were besides expressed about the wage gap, the "feminisation of poverty" and, above all, the underfinancing of sex studies.
