Poland has no real civilian defence – and the fresh law does not change that at all. The flood has mercilessly exposed serious deficiencies that could prove even deeper at the time of the war. Jan Poszymalski talked about details on PCh24 TV.
– The falling water has revealed not only the magnitude of the damage, the infrastructure, the ruined buildings, the buildings, the dwellings; it has besides shown that the state is not functioning – including the most fundamental part of ensuring the safety of citizens – said Jan Szymalski.
– I say this without satisfaction, glad it happened to this government; due to the fact that the immense amount of omissions besides greatly burdened the predecessors – he added.
On this occasion, the writer turned to the issue of civilian protection, pointing out that the law on this issue was just being drafted.
– As the Russian Federation troops were on their way to Kiev, I wrote 3 e-mails: the Government safety Center, the Center for Crisis Management of the Capital City of Warsaw and the Provincial Emergency Management Center. I asked where, as a citizen, I should come if the aggressor's troops invaded Poland, where I could take training in the field of civilian assistance, evacuation of residents. I didn't get an answer from any of these places. I later began to review the laws and it turns out that civilian defence is not actually functioning in Poland. – he said.
He pointed out that in another countries this is different: for example, in the Nordic countries, all adult has a certain allocation, where, according to his qualifications and physical capabilities, he will be assigned to a suitable cell in the event of an attack.
There is no specified thing as a flood in Poland. “I hear from floods who say: if we had received a serious message 2 hours earlier that something terrible was happening, that we truly had to run, that we truly had to safe property, that we had to evacuate, we would have made it. But we were trapped in homes," he said.
– Many towns, including Deaf, were cut off from electricity for respective days. People were trapped on the advanced floors due to the fact that there was water on the ground level to the first floor. These people were only reached by any spontaneous, improvised, neighbourly crews that helped – he added.
Eventually, only a "common move" worked, and people were mobilizing at the last minute to help. However, this is not adequate for the country, which lies where Poland lies...
On September 17, a fresh civilian defence bill appeared. However, according to Jan Więszalski, she is completely missed.

– We must have bottom-up civilian defence structures, universal defence that will build us strategical resilience, civic strategical resilience of countriesa – he pointed out.
– This is not going to happen, it is going to request a truly large national program that will trigger these social forces and usage the enthusiasm that we have seen for a minute on the shafts. This must be a lasting effect which will translate into procedures, structures and the organisation of a bottom-up society – he added.
