W The consultation on the introduction of the Clean Transport region is coming to an end in Krakow. At the last gathering opened to residents, the Krakowians filled the hall and unanimously declared against the zone. Will officials yet come to their senses and realize that the city is not their property, but the good they are to manage wisely by listening to the voice of the inhabitants?

It is worth reminding that in early December the inhabitants of Krakow expressed their negative opinion on the SCT in akin circumstances. The draft resolution was not yet known. It turned out that any powdered old solutions had returned to the game, assuming that the SCT would cover the full city (this time with circumstantial exemptions).
It is no wonder that the Thursday consultation gathering brought together a large number of outraged officials who ignore their voice. It is adequate to add that in early December the representatives of the office – in the face of disagreement on the SCT – proposed that if the Act imposes specified an work on the city, a minimum region will be created, for example, in the Main marketplace Square area. Shortly thereafter, the Krakowians received specified "new assumptions" for the Kraków SCT:

Residents of the erstwhile capital will be covered by SCT requirements from 1 July 2030. This exemption is provided for all vehicles purchased before the entry into force of the resolution.
For non-compliant vehicles from outside Krakow the introduction is to be transitional period: until 30 June 2028. By then you can enter after the issue fee has been paid. After this date drivers who are not registered in the largest town of Małopolska will be able to decision on it only by cars falling within strict criteria.
Proposed fees 2.50 zł for 1 hour, subscription 20 zł for the day and 500 zł for the month.
Initial requirements for passenger cars – the expected date of entry of the SCT 1 July 2025 – does not apply to residents of Krakow:
- with petrol engine (including LPG): year of production at least 2005 or the emanation standard not lower than EURO 4,
- for diesel: minimum 2014 year of production or minimum Euro 6 emanation standard.
Requirements from 1 July 2030
- for diesel: minimum production year 2018 or Euro 6dT emanation standard,
- petrol engine cars – unchanged – production year at least 2005 or emanation standard at least Euro 4.
The SCT area is almost the full of Kraków, with exceptions to access to certain hospitals or road bypasses and without areas east of the S7 expressway. Exemptions for persons with disabilities are expected. It is planned to automate vehicle control and reduce unnecessary bureaucracy.
Attention!
In view of the publication of the proposal for a fresh resolution on the SCT, residents may submit comments and recommendations by 8 January 2025 (the communication does not specify how comments can be made).
‘Special exceptions’
The draft resolution takes into account circumstantial cases of vehicles which do not meet the requirements but can enter the SCT. These are historical or historical machines (entry up to 50 days a year), peculiar vehicles (lifts, different machines, campers) – if they have an appropriate registration entry, they will be able to enter the SCT without restriction. Exemptions were besides introduced until 30 June 2028 for organisations non-profit operating in Krakow (e.g. social assistance) and service vehicles of crucial state institutions.
According to krakow.pl, according to the Electromobility Act, each vehicle marked with a parking card of a individual with disabilities and who is moved by specified a individual is exempt from the requirements of the SCT.
