Article 106. president of Ukraine:
(19) submit to the ultimate Council of Ukraine with a request to declare war and decide to usage the Armed Forces of Ukraine in the event of armed assault on Ukraine;
20. decide, in accordance with the law, on universal or partial mobilization, on the introduction of a martial law in Ukraine or in certain areas in the event of a threat of assault, of a threat to Ukrainian state independence;
21. if necessary, take decisions, subsequently approved by the ultimate Council of Ukraine, on the introduction in Ukraine or in certain areas of Ukraine, of a state of emergency, and declare, where necessary, the specified local areas of emergency ecological situation;

They clearly separate what is the territory of Ukraine and what is... something else...
