Year of Indolence: Government masks passivity with noisy soundtrack

Although we have been seeing a constant political disturbance in Poland for a year now, the scale of which has stopped even worrying, and present it is mainly embarrassing, we have the biggest flout in the past of the 3rd Polish Republic.

Nothing's changed. It is truly amazing, especially against the background of both the erstwhile 3 decades of continuous reformation of Poland – usually unsuccessful – by subsequent ruling crews as well as the aforementioned brutal political rivalry – shouts, attempts at arrests, demonstrations, fiery entries on portal X, threats of out-of-system taking over power and so on.

This highly exaggerated political articulation of all actors on the parliamentary phase covers a much more serious fact that we have lost a year to make the essential changes.

Systemic stableness in itself would not even be peculiarly worrying if there were so much to be done in Poland. full areas of the public domain cry for help, require immediate expansion or simply do not request – wellness care, housing, transport, energy, higher education, public education or military.

I do not mention the science, due to the fact that it is virtually absent from the Vistula River, and our higher schools, sometimes called universities, simply supply education – and at least not the worst – by giving up real investigation work.

The authoritative justification for this different inactivity can be summarised in a short sentence: ‘The pride will not sign’. It's apparent soap of the eyes. We will undoubtedly find possible draft laws, about which we can say with certainty that the president will veto them – these are the undoing of alleged reforms of the judiciary, the liberalisation of abortion, statutory changes in public media, various issues of individual change and purely political change.

However, there are many more areas in which blocking the president would have no purpose. Many of these laws in the President's office would not even notice, and Duda would treat them like average signature papers. After all, most public policies do not know the president at all, so he would not even realize that he should veto them – for that basic cognition is needed.

Besides, Duda regularly signs laws due to the fact that something comes out of this Sejm. late signed, for example, Act facilitating the admission of uniform school graduates to police and border guards; and increase warrant amounts in insurance.

The problem is that he receives third-rate issues, as mentioned above. The fundamental strategy changes with which the parties forming the government were elected present were not voted out for 2 main reasons – there is no agreement in the coalition and/or the government realized (luckily) that there is no money for them.

So let's look at a fewer issues that were to be introduced immediately, but for various reasons it turned out that it would not be right now.

Increase of the free amount

It's not due to the fact that I'm looking forward to it. Although in combination with the introduction of advanced taxation progression, it could theoretically be okay. However, expanding the amount of the free to 60,000 was 1 of the promises mentioned first before the government was officially established, erstwhile discussions on the budget law continued at the end of last year.

Isabella Leschina a fewer days after the election announced government self-improvements to the budget, introducing increases for teachers and the budgetary sphere, and a free amount of PLN 60 thousand. This first 1 was fortunately yet realised, but for the price of budget starvation next year.

The second was not even installed in the next year's budget. It was simply realised that this would lead to the creation of a budget hole, impossible to fill without any increases in another taxes – we are talking about approx. 40 billion PLN. And it's even comforting that the government has the work not to demolish the state's finances in the name of fulfilling its reckless promises, although it would have been better if it had not made them earlier.

Housing policy

In this case too, it is hard to say whether the government's indolence should be enjoyed or worried. This is due to the fact that the planned housing policy is to consist of 2 branches – social housing and an instrument commonly called Credit 0 percent.

The another would be harmful, but the first would be necessary. In the next year's budget more than PLN 4 billion was reserved for housing policy, but no circumstantial programme has yet been passed.

Especially in the context of Credit 0 percent this epic is already becoming tiring. It will, it won't, it will, but not rather at zero percent, it will be in limited form due to the fact that any will go on leukateOh, no, no, not at all. He won't go. for flooding – you can get dizzy. Although I am a strong opponent of this, after further information I find myself more and more frequently reasoning about "good, bring it in, just halt talking about it..."

In this case, however, there is no agreement in the coalition. Against is the Left and Poland 2050, so the head of the Ministry of improvement of PSL besides blocks the backing of social and municipal housing. due to the fact that both instruments – for purely political reasons – “must” go in the package. In this way there will most likely be no housing policy.

Changes in wellness funding

Although an increase in wellness backing has been included in programmes of virtually all coalition groups (in KO promised “only” increase in the availability of benefits and the abolition of limits, but that is 1 thing), but for unknown reasons, the simplification in the contribution to entrepreneurs is considered to be the standard promise of the fresh majority. That is why I called this point "changes in funding" alternatively than "funding".

Again, government helplessness is not the worst script to be imagined. Theoretically, it could be worse than doing nothing, but theoretically, it could besides be better. Finally, they promised to improve the quality and availability of medical care to all Poles and Poles, and to reduce the contribution only to any 2 million self-employed.

In this case, too, we are dealing with complete chaos, a situation that changes like in kaleidoscope and contradictory information. adequate to say that in government circles There's been 3 or even 4 draft laws reforming the wellness contribution – government (authorised by finance and wellness ministers), 2 3rd Way (first a completely compromising and second to somewhat lower the scale of this embarrassment) and 1 Left (cool but completely improbable).

Meanwhile, in the background of these coalition pushes we are dealing with the most serious in years crisis in hospitals that gotta wait for transfers for overexecution of unlimited benefits, and for money for overexecution of limited ones do not even count.

Reform of labour law

Since the Minister of Labour and Social Policy was an MP of the Left, who had taken the banners in the election campaign, it was hoped that at least something would happen here.

Meanwhile, the top success so far is to hold the abolition of the restrictions on Sunday's trade. The Left considers the introduction of a widow's pension a success, but this does not straight concern the labour market, but strictly social security, and it is completely incomprehensible why the Left decided to fight about this issue. I guess just due to the fact that she was the easiest 1 to push. If rumors are met that the price for widow’s pension will be a simplification in the wellness contribution for entrepreneurs, this will be The dumbest deal political in the past of the 3rd Republic.

Of course, there is nothing to dream about the flagship task of the Left, which is to reduce working time. The Peeselists will vote for Czarnek or Nawrocki in the presidential election before they agree to shorten the week's work. Yeah. found However, there is no hope of extending the powers of PIP inspectors to make decisions transforming civilian contracts into jobs, which received a negative advice from the government.

Like that's not enough, delayed there is besides a cover-up of contract-orders and works, although according to the KPO this should be introduced as early as 2023. Of course, the writers were late at first, but that the super-pro-European government with the Minister of Labour from the Left would not introduce the EU's expected pro-working changes, this should already be treated as information from any surreal universe.

So we are dealing with the most passive, and at the same time the most noisy, government in the past of the 3rd Republic. Worse still, the current government is indolent at its own request. This inactivity is not dependent on any political factors that the government majority has no influence on – for example, by the President's opposition or the concreteisation of the strategy by the predecessors – due to the fact that the erstwhile concern only any issues.

Passivity is convenient for coalition parties due to the fact that they do not gotta compromise with each another and do not gotta admit to uttering complete folly during the election campaign. And why make yourself uncomfortable erstwhile doing nothing can always be masked with artificially created noise?
