Drawing highly different conclusions based on the same facts is not just a political domain. As large as not bigger, lawyers have achieved in this field. Journalists and the worst scientists are besides not peculiarly popular. By regulation "who pays for concrete results" There are various reports that have nothing to do with nonsubjective expertise. Therefore, most of the reports ordered by the individual ruling teams practically do not present any value, and are simply part of the propaganda game.
However, there are exceptions and it seems that specified an exception is simply a reasonably apparent statement, which was published in the government study and reprinted by the ‘Rzeczpospolita’. Everything has already been said about the 500+ program, any of them did not leave a dry thread on “distribution” and “feeding pathology”, others said it was a superb task that evens the odds. 1 thing seems certain, namely that the first presumption for 500+, which referred to the increase in fertility, simply did not work, as even the programme's creators acknowledged. And this is precisely the position in the government paper:
Family Program 500 plus has a very limited effect on childbirth: it is likely to have contributed to a tiny increase in births in the first years after the introduction of the benefit.
Both after the first glance and after a deeper analysis of this short record, it is hard to call into question the circumstantial thesis. This is simply a sad statement, but full reflective of reality, but it is not only what is claimed, but besides who says so. As the study was commissioned by a government widely criticized for ineptness and inaction, a far-reaching conclusion was immediately made by politicians of the current opposition. Prime Minister Beata Szydło was 1 of the first to speak.
Donald Tusk was only a fewer days ago bragging. #800plus as an achievement, while in the favorable Tusk media, the attack on the program began #800plus. The pretext for today's action gave – it should be emphasized – a government report. Current attack on #800plus It's not fun...

The erstwhile Prime Minister's comment is the classical usage of the wolf's right of opposition to ruling criticisms, but experienced reviewers of the Polish political scene could immediately announcement that this message would not be prophetic. A fewer weeks before the announcement of presidential candidates and just before the start of the presidential campaign, the liquidation of not 500 but 800+ would be a political suicide. The script presented by Beata Szydło could only be realised after the election, which was won by the candidate "coalition on 13 December". At the moment, Donald Tusk will surely not decision 800+, which, incidentally, he credited himself not long ago as a government success. That's why the Minister of Finance immediately responded:
There are no plans to change the 800 plus. The opposition can't do anything but scare. This program has entered into the budgets of Polish households and there is absolutely no plan to leave it. (...) I can declare that by the end of the Sejm's word the 800 plus programme will not be liquidated, absolutely said Adam Domanski on Polsat News.
Donald Tusk's government has proved in just a year that electoral promises are completely unconcerned, but suicidal tendencies do not manifest. Tusk knows perfectly well that specified a decision would practically bury the chances of winning the presidential election. It is besides improbable that an experienced politician like Beata Szydło she did not see it, so her comments and comments of another PiS politicians, should be treated as political everyday life on the front of the Holy War of the POPII. However, this does not mean that the 800+ programme will not be liquidated or severely truncated with the worst possible configuration, which is the government and the president from the "coalition of December 13". That's the probability, and that's the advanced probability, as it is.
