"The VAT Act in each associate State is simply an implementation of the VAT Directive. It could so be considered that all VAT laws across the European Union are similar. Well, unfortunately, they're not.

Our Polish VAT Act is the most complicated. In any rankings of complex taxation systems we take the last or second-last place.

Average time to settle VAT in Poland is 100 hours a year. By comparison, in Estonia, where the VAT Act is the implementation of the same VAT Directive, it is 14 hours. And Switzerland, which is not in the European Union, requires only 8 hours a year to settle VAT.
