This is simply a image of the Polish state in a pill. Unbureaucratic, drifting and in most areas without leadership and tools and procedures for management and leadership.
The same is actual of arms production, immigration policy, wellness care, energy, investigation and science. As part of a complex and overly developed organization system, everyone fulfils their responsibilities. Everyone does their own episode. In the end, however, there is no strategy and no work for the whole.
People who have been in this strategy for a long time have learned to act insecure and formalist ways. They learned how to do things in order to formally “not know”. They know that if they stick out, sooner or later they're out of the game, due to the fact that in a strategy of bureaucratic chaos without leadership, no 1 is premiuming reformers and no 1 is giving a reward for noticing irregularities. It's all about statistics, buttholes, accesses, pads, connections and authoritative reports. And in them everything is always as it should be, depending on who they were meant to be.
There is besides a neocolonial subject – the European Union was expected to bring modernity to Poland, in a fewer cases it brought, but yet it sped up this postPRL strategy adapted to the rules of parasitising on Polish capitalism.

Why did this happen? For a fewer reasons.
First of all, the European Union itself is an uncontrollable and devoid of strategy and leadership of a chaotic and bureaucratic organism.
Secondly, the submission of the Polish EU country imposed a immense number of fresh responsibilities and tasks on Polish institutions and administrations. Without exaggeration, we can number these fresh tasks in hundreds of thousands. If we take care of one, we don't take care of the other. The capacity of administration to accept fresh tasks is always limited. We have hired tens of thousands of fresh officials, but for the never-saturated bureaucratic hydraulics from Brussels, it is always besides little.
Thirdly, the administration was swamped with easy money in the blue rain for 20 years. Officials have been trained for something that should not be their dominant feature: fast and efficient spending of large money while minimising the hazard of irregularities. In the planet of bureaucracy, this has brought to a fresh level the rule that "it is better not to know". What the office doesn't know is harder to control.
The 4th effect of our presence in the European Union is to kill in the administration remnants of ambition for strategical planning of anything. For 20 years in the key issues (trade, industrial, energy, environmental, transport, etc.) we have been drawing strategies from abroad. Polish politicians and officials constantly, alternatively of reasoning creatively, are constantly confronted with doubts as to whether they decide in a given case whether they are simply "implementing". They feel like executive agency employees who have no boss or no responsibility.
This is the broader context of shaping the current state culture. There could most likely be a fewer another threads, related to global corporations or relations with the US and NATO, but there is no request to blow this entry above the need.
My main thesis is this: Cyps isn't a mistake. This is the standard way of operating the strategy that we have built together over the last 35 years.
