Tusk is trying to form a broken community

Many things in Tusk's speech can be complained about. It was besides long, besides much space devoted to what has happened in the last 8 years, uncertainty may have raised the citation of the suicide letter of Peter Jęsny – the man who took his own life in protest against PiS governments. More concrete details could be expected from the fresh Prime Minister about the objectives of his government and how it intends to accomplish them.

But it wasn't. bad exposé. Tusk raised respective key issues for the future of Poland and the success of the fresh government. What he said about social benefits, water management or war in Ukraine gives hope that the leader of KO has learned a lot since he left Polish politics in 2014 and will not repeat old mistakes.

Nothing will be taken

Tusk so assured that nothing would be taken from the benefits introduced by the Law and that the fresh government would immediately introduce a fresh alleged grandmother. Thus a benefit of PLN 1500 for women returning to the labour marketplace after maternity leave, whose kid did not scope 36 weeks of age – the money is intended to cover care costs. The promises of valorisation of pensions in the case of inflation exceeding 5% and increases for the budget and teachers, including academic and pre-school, were besides reiterated.

The second 2 issues have not only a redistributive dimension, they are besides a form of investment in public services. Unfortunately, public services themselves, their function in the improvement of the state and the improvement of social cohesion Tusk didn't say much. It may besides be doubtful whether it would make more sense to invest in nursery care.

What is important, however, is that, contrary to the concerns that appear on the left, the fresh government does not include power, promising the “end of publishing”, does not make virtue out of the “tightening” and “saving”, as the Liberal camp has frequently done in the past. Tusk, of course, besides spoke of "budgetary shrewdness", promised better management of public finances than the Law and Justice Office, but made it clear that he understood the request for social adjustment which the governments of Szydło and Morawiecki introduced to the Polish socio-economic model.

Whether the fresh government will be able to persist in this recognition, and Poles will not begin to associate it with a decline in the standard of surviving and the "end of prosperity as for the Law and Justice", is crucial in terms of maintaining power and long-term withdrawal of the Kaczyński party.

At the same time, it would at least be useful to signal in the exposé what Morawiecki spoke about on Monday – but what due to the farce of the "two-week government" could not be taken seriously – i.e. the subject of opportunities and threats posed to a country specified as the Polish technological revolution, connected with artificial intelligence. I would like to find out what policies the Tusk Government wants to implement, so that Poland can make the most of these opportunities.

Security isn't just weapons.

Tusk from the Law and Justice Department, in addition to social affairs, took over another subject: security. However, he defined them much more mature and broader than Kaczyński during the debate on the vote of assurance for the Morawiecki government, where he had to say in fact only that he needed to arm himself.

Tusk talked about the importance of alliances and the global context. He raised the problem of increasing loneliness of Ukraine and tired of Western political elites war and support for Kiev. He presented a imagination of an active Polish policy, which rebuilds its position in Europe besides in order to mobilise it to aid the fighting Kiev – due to the fact that the endurance of an independent, able to follow the western way of Ukraine chosen by it is in the strategical interest of Poland. However, he besides stressed the request for "friendly assertiveness" in relations with Ukrainians.

After a journey to Brussels to yet unlock funds from KPO, Tusk is expected to go to Tallinn to talk to the Baltic leaders about the protection of their borders, which Belarus and Russia have undergone a hybrid attack through migration. The fresh Prime Minister spoke a lot about the protection of the borders of Poland and the EU, argued that it could be done better than the Law and Justice Office – without chaos, social polarization, in agreement with global partners, without ostentatically violating human rights, while preserving humanitarian issues, without chasing and demonizing full cultures.

Security returned in exposé in many places: on the occasion of digitalisation (cybersecurity), tiny atomic power plants or ecology. Tusk said that present more and more wars will be fought over water, raising the subject of retention and clean rivers not only in the context of environmental protection, but besides the safety and protection of the country's strategical resources. In combination with the words that "forest is not a timber economy, it is our sacred national resource" that gives hope for a better environmental policy than the Law and Justice.

At the same time, the exposé lacked a strong, future imagination of Poland in Europe, a mention to the problems facing the continent with a rather possible script of Trump's victory, an increasingly aggressive Russian policy on the east flank of the Union, or a rivalry between the states – or a block of Western states – and China. besides bad, due to the fact that if 1 of the Polish politicians from the first league could have something truly interesting to say here, it is Tusk who has incomparable global experience.

Not an easy task to rebuild

The main stake of Tusk's appearance, however, was how to assemble and rebuild a community straummatized by profoundly polarizing PiS rule. Tusk spoke about this on Monday, in a touching, profoundly individual speech, thanking the parliament for its election as Prime Minister. He assured that in his Poland the PiS voters would besides feel at home.

The erstwhile organization of power has consistently done much to guarantee that voters of another parties, LGBT community and many another groups did not feel at home in Poland. In favour of the Tusk government, it will automatically work that it will not organize a run against groups identified as enemies of the Polish community, as the erstwhile people did. But it is not enough, yet the question of how to rebuild the community to reconcile frequently conflicting demands – specified as women's rights or LGBT communities.

Tusk spoke cautiously on these issues on Tuesday. He referred to John Paul II as an authority, although it is no longer a figure present that would unquestionably unite us – and it is simply a change for the better compared to the time erstwhile Tusk first included the office of Prime Minister. The fresh Prime Minister recalled his commitments on women's rights and yet presented the cabinet, where more of them were found than it had previously been announced. Katarzyna Pełczyńska-Nałęcz will be the Minister of European Funds alternatively of Michał Koboski, the Ministry of manufacture – which will be located in Silesia – and the legal advisor and academic from the University of Economics in Katowice, Marzen Czarncka. This is simply a good, appreciated change, but at the same time they are accompanied by the awareness that the way for the fresh majority to meet all promises in the area of women's rights is very long.

Some will be disappointed that the government is besides conservative and that the change they have supported in the election is not coming. Others say that change is besides revolutionary. uncovering agreement with the another side and lowering polarisation to a healthy level will be highly difficult, with the current Law and Justice Office possibly even impossible.

However, with all these reservations, we can say: this is simply a change for the better and a hope for another, better policy. possibly more conservative than the left-wing voter would have wished, but for the left-wing voter there is besides a anticipation for the left to act that it has not had since 2005.
