Urgent call for action on the illegal military aggression of the Israeli government on Iran.

His Excellency António Guterres, Secretary-General of the United Nations

Her Excellency Audrey Azoulay, UNESCO CEO

Your Excellency,

We, the undersigned, have been making this formal protest over the continued unlawful aggressions of the Israeli government on Iran since 13 June 2025, which constitute serious violations of global law established by the United Nations Charter. These systematic attacks endanger regional stability, civilian life, ecological integrity and planet cultural heritage, going beyond average geopolitical conflict and becoming an global existential threat. The deliberate attacks on civilians, residential areas and independent institutions undermine the global legal order, risking irreversible disaster. The situation requires urgent intervention before diplomatic and de-escalating capabilities are exhausted. We powerfully insist that this appeal should not be treated as a substance of regular procedure, but as an authoritative and final urgent call for action — 1 that requires the immediate and coordinated mobilisation of all legal, diplomatic and organization capabilities to prevent irreversible systemic disintegration of global legitimacy and organization credibility.

Verified data confirm systematic and deliberate aggression against Iran's civilian population and critical infrastructure. These are not accidental war events, but a calculated strategy to dismantle the functional pillars of civilian life — especially in the fields of wellness care, education, technological progress, energy and cultural protection.

So far, more than 415 people have been killed as a consequence of the Israeli regime's aggression throughout Iran, with about 1550 injuries, with civilians accounting for 90% of the victims. Most of the killed were women and children, and the attacks deliberately were besides aimed at prominent scientists and high-ranking military officials. Impacts on residential areas, hospitals, investigation centres, and places of spiritual worship show the scale of unlimited violence, applied without any military justification.

Until this appeal was made, the Israeli government had carried out 125 strikes in residential, civil, government, scientific, industrial and military sectors. The broad geographical scope and repeated attacks point to a coordinated escalation which is simply a serious violation of the principles of differentiation and proportionality established by global humanitarian law.

Material losses are besides significant. Direct physical harm is estimated at $3.2–4.9 billion and long-term economical losses exceed $10 billion due to infrastructure collapse and fall in oil revenue. The demolition of key installations — including airports, water treatment facilities, refineries, and atomic facilities — has paralyzed basic services and public life.

The Israeli regime's aggression is so based on a pre-established pattern, constituting a number of serious violations not only of the United Nations Charter but besides of global humanitarian law, conflict law and mostly recognised human rights standards. These actions constitute a serious violation of the rule of national sovereignty and have disastrous consequences for civilian life, infrastructure and global stability.

In accordance with Article 2(4) specified usage of force shall be prohibited unless it is approved by the safety Council or justified by Article 51 as self-defense. The Israeli regime's actions meet the aggression criteria set out in UN General Assembly Resolution 3314 (1975) and are further criminalised under the Rome Statute and the 2010 Convention on the Crimes of Aggression.

The effects carried out violated the global Humanitarian Law (MPH), in peculiar the rule of differentiation codified in Article 48 of Additional Protocol I (1977) and the customary regulation 1 of the MPH. Attacks on civilian homes, hospitals, schools and cultural facilities violate Articles 51(2) and 52(2) of the Protocol, as well as regulation 14, which prohibits excessive accidental harm. Evidence indicates repeated infringements of regulation 103 prohibiting collective responsibility.

The rule of proportionality under Article 51(5)(b) has besides been infringed Additional Protocol I. Attacks on critical infrastructure specified as water systems and energy networks have sparked a humanitarian crisis disproportionate to any military benefit. This led to power outages, water shortages and serious disruptions in the medical system, exceeding acceptable collateral harm under the MPH.

Attacks on atomic and technological objects endanger global safety and violate the global Atomic Energy Agency safety Agreements under the NPT, as well as resolutions of the General Conference of the global Atomic Energy Agency GC(XXIX)/RES/444 and GC(XXIV)/RES/533. specified actions violate Article 1 of the 1994 Convention on atomic Safety, besides by their likeness to the previously condemned actions described in UN safety Council Resolution 487 (981) concerning the Osirak reactor in Iraq.

The deliberate killings of scientists and officials constitute extrajudicial killings, violating Article 3 of the Universal Declaration of Human Rights and qualifying as war crimes under the Rome Statute, in peculiar in the absence of appropriate judicial procedures.

Attacks on sites where hazard factors specified as atomic reactors and chemical facilities are found violate Article 56 of Additional Protocol I and the customary regulation of global humanitarian law 42, which order precautions to prevent widespread harm to civilians and environmental disasters.

The demolition of universities, cultural heritage and investigation institutions violates Article 15(1)(b) of the global Pact on Economic, Social and Cultural Rights (1966), straight undermining national improvement and global cultural and technological heritage.

In the face of the serious and expanding violations set out above and in accordance with the legal and moral work of the authorities under your jurisdiction, we call for the immediate implementation of the following measures to comply with global law and prevent irreparable harm to the global order and the global community:

1. It is essential to formally and unequivocally condemn the Israeli regime's attacks and to recognise them as violations of global law, including, but not limited to, global humanitarian law, human rights and atomic safety standards, and as an insult to the sovereignty of the muslim Republic of Iran and global peace and security.

2. We call for the urgent convening of an extraordinary session of the UN safety Council and/or General Assembly, as part of the Peace Unification Programme, to address the legal and geopolitical consequences of the Israeli regime's actions.

3. An impartial global mission should be established to establish facts under the auspices of the UN, with the participation of the applicable peculiar Rapporteurs, in order to analyse the legality and humanitarian impact of the attacks.

4. aggression must be addressed to the global Criminal Court for preliminary examination under Articles 7 and 8 of the Rome Statute.

5. a binding resolution should be adopted demanding the cessation of war, reparations and guarantees of non-repeal.

6. UNESCO must send experts to measure the harm caused to educational, technological and cultural institutions.

7. global safeguards should be issued to defend atomic installations from military attack.

This is not a national crisis or a regional issue, but a serious attack on the legal and moral order on which our universal common foundations of global and civilian law are based. The silence and inaction shown now mean an irreversible deterioration in global order, threatening the peace, cognition and endurance of humanity itself. This is simply a threat that present united noble Iranians in unwavering support for their people and in deep moral disgust for the Zionist regime.

Now it is time to halt him — decisively, legally and without delay.

We call upon Your Excellencys to act!

21 June 2025.

Yours sincerely.
