Parliamentary committee rejects citizens' draft law "Yes to CPK"

The Parliamentary Infrastructure Committee advocated a citizens' legislative initiative "Yes to the CPK", which was intended to guarantee the implementation of the Central Communication Port (CPK) in accordance with the first assumptions adopted in October 2023.
Main principles of the civilian bill

The Citizen's draft bill, introduced in accordance with the constitutional and statutory provisions on citizens' initiatives, assumed the work to implement the Investment Programme of the Central Communication Port in accordance with the agenda and concept adopted by the Council of Ministers on 24 October 2023. This paper was numbered 699 and was submitted to the Sejm on 8 October 2024 on the basis of a citizens' initiative collected by the Legislative Initiative Committee chaired by Michał Czarnik .

The bill would require the government, the Government Plenipotentiary for CPK and the CPK peculiar intent company to:

a. implementation of investments in the agreed timetable without the anticipation of changes resulting in delays.

b. preservation of existing funding and ban its reduction.

c. refraining from legal or factual action, which could have a negative impact on the task implementation schedule.

One of the key provisions of the Act was the commitment to transfer of all civilian air traffic from Chopin Airport to CPK until 30 June 2031. At Warsaw airport, only those investments would be implemented, which would return before the end of 2030.

The task was put to the vote in the Parliamentary Committee on Infrastructure, where 20 Members (from KO, PSL and Poland 2050) voted against it, while 16 were against. No associate abstained.

Former government typical for the CPK, Marcin Horala, criticised the Sejm's decision, accusing the current ruling coalition of a deficiency of real desire to proceed the project. Central Communication Port is simply a key infrastructure investment aimed at building a fresh airport between Warsaw and Łódź and developing a network of advanced velocity Railways. The programme provides for investments worth PLN 131.7 billion by 2032, and the first phase of the airport is intended to let the service of 34 million passengers per year.

Despite the rejection of the civilian bill, the government declares to proceed its investment work, although it is unclear whether the implementation will take place in accordance with the first timetable. CPK supporters fear that the deficiency of legislative guarantees can lead to crucial delays or conceptual changes that will weaken the first assumptions of the project.
