Although the politicians of the ruling camp guarantee that the initiative to introduce the alleged partnerships into the Polish legal order is simply a joint initiative of coalition groups, the representatives of the Polish People's organization deny this narrative. On Friday, draft laws were published at the Government Legislative Centre: on registered partnerships and introducing this law. They presume that a “partnership” can include 2 adults – regardless of gender. This would mean legalising homosexual couples in the Polish legal order. Moreover, the initiative allows members of the “union” to participate in the work for the children of the second participant.
Both projects were addressed to the opinion, among others, by the social side, RPO, RPD, the first president of the ultimate Court, or ZUS. They shall have until 17 November to submit comments.
The draft law on partnerships was not agreed with PSL; this is not a government project," said Piotr Zgorzelski on Sunday at TVN24. Previously, Aleksandra Gajewska (KO) assured in Polsat News that the task had a chance to gain support in the coalition and could be called government.
However, the PSL politician disagreed with her words. –It's not a government bill. – stated. – This is the bill that Minister Kotula reported and announced – incorrectly – that it was a government bill – said Piotr Zgorzelski. He added that negotiations within the coalition on partnerships had not been completed.
According to Anna Bryłka (Confederation), the task is an effort to "legalise homosexual marriages with a gateway to kid adoption". – This is unconstitutional... I don't know if the ruling coalition will support this bill.ed – assessed the politician.
Mr Marcin Przycz (PiS) stated that the task was not government and argued that there was no support for it in the PSL. In his opinion, the subject of partnerships is simply a substitute and "it has now been launched "to cover up the issue of a "gigantic budget hole".
When asked if the president would sign the law on partnerships, if passed, the presidential minister Wojciech Kolarski said that Andrzej Duda would make a decision erstwhile the bill would be ready. – Let's wait and see what happens. – He encouraged. According to Kolarski at this point, “we do not request a fresh cultural war that will divide Poles.”
The draft law on partnerships assumes that a partnership is concluded by 2 adults, regardless of gender. They must make a message of the conclusion of this relation before the head of the civilian position office. The task includes, among others, regulations on common assets.
The regulation does not supply for the anticipation of external adoption or the anticipation of adopting the children of a partner. However, this does not mean that the proposal to jointly decide on a kid by a “partner” couple does not appear in the initiative. A partner shall be entitled to participate in the day-to-day care of the kid who is under the parental authority of the another person, including decisions on matters of everyday life, unless any parent exercising parental authority over that kid opposes it.
