The pursuit of technological titles in the fresh past of Poland has a dismal tradition. The first was a man named Aleksander Kwasniewski who ordered him to call himself a master's degree, although he was only a elder under the law. We besides remember the bazaar Radosław Sikorski promoted as a master.
DVincent Rostowski, a professor, can besides be added to the set. In each of the above cases, proving false was easy.
The next step was so to get formal education.
Unfortunately, it's not just about the celebrated Collegium Tumanum, whose alumni was to be, among others, a associate of Zembaczyńska...
It happens that “scientific work” is created at a major university.
This is simply a summary of thesis by the Vicebodnar, presently celebrated for the paid subsidies for rented apartments and car mega-flats Arkadius Myrchy.
This work aims at comprehensively describing the legislative procedure of the Polish Parliament from both a theoretical and empirical perspective. Such an approach is essential due to the complexity of the lawmaking process, which is governed on the 1 hand by laws, in peculiar the Polish Constitution, the applicable laws and the Rules of the Sejm and the Senate, and on the another hand shaped the judgments of the Polish Constitutional Court and parliamentary customs.
Special attention was paid to the improvement of Polish parliamentary practice after 2015. Repeated abuses of power have led to a marked deterioration in lawmaking standards. Under specified circumstances, government is increasingly enacted without appropriate parliamentary debate, which should be the basis for any appropriate legislative procedure.
Consequently, this survey aims to examine the legal provisions defining the position and powers of each associate in the law-making process and to examine how to guarantee the constitutionality of legislative acts. In particular, the judgments of the Constitutional Court, which repeatedly ruled that the constitutionality of the law depends not only on its content, but besides on the way in which it was passed.
In line with its main objective, this work besides aims to clarify the following issues:
(a) What effect do parliamentary customs and practices have on the lawmaking process?
(b) How does compliance with the regulations and another applicable laws and regulations affect the quality of the legislation?
(c) Do the participants in the legislative procedure enjoy the same legal rights and guarantees and have the same remedies?
(d) To what degree can the Constitution, existing laws and regulations defend the legislative procedure from distorting it for political purposes of the parliamentary majority?
(e) To what degree can the rules of procedure, another laws and customs governing and shaping the legislative procedure guarantee the constitutionality of Parliamentary legislation?
On the basis of studies, among another things, the evolution of the legislative procedure, its current course, the applicable constitutional principles, parliamentary practices and customs, the rights and statutory guarantees available to participants of the legislative procedure, as well as the impact of the parliamentary majority on the quality of legislation, this work examines in item the key issues of lawmaking, makes certain proposals and calls for circumstantial legislative solutions (lex ferenda).
Basic investigation methods utilized for this intent include historical, comparative, doctrinal and theoretical research. Despite the formal stableness underlying the legal framework, issues concerning government and legislative procedure in Poland stay valid and require continuous research.
The changing political reality clearly affects parliamentary customs and practice. These in turn may affect the law-making processes to specified an degree that existing formal rules of procedure, statutory guarantees and remedies will become insufficient and/or ineffective.

Prof. Marek ChmajYou're the winner of the PZPR Olympics. ;)
The reviewers (and this is full of enthusiasm for the achievements of the Messenger) were professors Radosław Grabowski, Ryszard Balicki and Sławomir Patyra.
And again, it's hard to defy the impression that everything is locked in the same ideological bubble. Grabowski was called up by the Grodzki Marshal as an advisor to the legislature in 2020, while they remained after the last parliamentary election to PKW (Balicki, where he voted to collect funds from the Law and Justice) and this to the Supervisory Board of PGE (Patyr).
PA summary of this “dissertation” that I have fathomed clearly shows that we are dealing with a manifesto of “fighting democrats” alternatively of technological work.
On the another hand, people who have learned about the “scientific work” Myrchy wrote not only from the summary:
The doctorate was promoted by Marek Chmaj, who does not request to be introduced. The title of the proceeding was: “Legal proceedings” (which in itself is humorous: it is as if a doctorate in mathematics was entitled “ Functional Analysis”, and from doctrine – for example – “Review Account”).
In the introduction, the author declares that the following chapters contain DESCRIPTIONs of this or that – In the meantime, the bill requires a doctorate to be the first solution to the investigation problem. In Myrchy's case of originality, 1 cannot talk of originality, due to the fact that in the trial the investigation problem did not place at all! Well, it's not much of a 150-page drive, written in a bad language (text swarms with syntax errors), which is besides boring... And the subject gives the fieldwork! Unfortunately, not used. individual might say, "That's another bad doctorate, nothing new." It's true.
However, let's see who reviewed this work (in each of the 3 cases more enthusiastically). These were professors: Radosław Grabowski, Ryszard Balicki, Sławomir Patyra.
I'm not amazed that Chmaj took part in this show. But the fact that these 3 gentlemen were active in it surprises me even less.
For bibliographic additions, let us add that: Balicki is simply a associate of PKW on behalf of the PO (he late voted for receiving the PiS subsidy) and Patyra is simply a associate of the PGE Supervisory Board.
Someone may wonder about the co-incidence of promotions: academic – deputy minister, political – professors.

Meanwhile, sparrows tweet that under the direction of Prof. Chmaj Ph.D. prepares Myrchy's wife besides Pośłanka, another King Grażewska.
I hear it's about the household on its own...
