The European Commission convened talks in Brussels for 4 November on the post-war reconstruction of Ukraine and its security. The announced composition is Ukraine, USA, France, Germany, large Britain, NATO and planet Bank, but not Poland. For Warsaw this means the hazard of losing the impact on economical decisions taken just abroad.
Brussels sets the composition of talks without Warsaw
The European Commission confirmed that on 4 November it will host talks between representatives of Ukraine, the United States, France, Germany, large Britain, NATO and the planet Bank. Official evidence of the European Commission's briefing does not list Poland among participants. The gathering is to address postwar reconstruction, the future prosperity of Ukraine and the conditions of lasting peace.
The chief spokesperson for the Commission, Paul Pinho, has stated that the talks will proceed negotiations previously held in Miami. The European Union is to be represented by advanced officials, including national safety advisers. The Commission did not give the names of US delegates or confirm the participation of the Ukrainian president Volodymyr Zelenski.
The deficiency of Poland on the announced list does not prove the formal exclusion of Warsaw. However, it proves something politically important: a country bordering Ukraine, which is simply a logistical facility for aid and a natural associate in regional reconstruction, has not been identified as a organization to this phase of talks. In global politics, the place at the table must be fought. The solidarity declarations themselves do not supply it.
Reconstruction and safety in 1 plan
The Ukrainian squad is expected to work in Brussels on November 4 and 5. Rustem Umierov, Head of the abroad Intelligence Service of Ukraine, announced the participation of representatives of Ukrainian economic, financial and defence ministries and the President's Office. The first part of the talks is to include a prosperity plan, economical improvement and long-term resilience of the state. Another is to be about safety guarantees with the US, UK, France, Germany and NATO.
The scale of future decisions is enormous. World Bank estimates the request for reconstruction of Ukraine For nearly $588 billion in a decade. The top needs concern transport, energy and housing. The Bank besides estimates that private capital could cover 40% of the full costs. This means multi-annual contracts, the impact on transport corridors and the place of businesses in the recovery market.
Poland has its own tangible business here. In July Donald Tusk spoke to the Prime Minister of Ukraine about energy and participation of Polish companies in investments. However, if the most crucial financial and political assumptions are agreed without the Polish representative, it may be much more hard to search contracts later. Geographical proximity is an asset, but it will not replace presence erstwhile making decisions.
Polish business requires hard diplomacy
The reconstruction of Ukraine is not a charity. It is besides a question of the safety of the east flank, future trade routes, energy and hundreds of billions of dollars. Poland should support sovereign Ukraine against Russian aggression, but support must go hand in hand with the protection of its own economical and political interests.
Warsaw should explain publically whether it sought participation in Brussels talks and in what format it intends to affect Polish companies in the projects it is preparing. The origin of backing is besides important. Discussion Russian frozen assets served Ukraine, straight concerns European taxpayers and the aggressor's work for the harm caused.
Poles have incurred real costs of assistance to their neighbour and have the right to anticipate their own state to be effective. If talks about safety and reconstruction of the region take place without Poland, the government cannot dispel the substance with silence. National realism dictates a simple principle: we aid an ally, but we guarantee that the future of our neighbourhood is not decided above our heads.
