There are more and more vacancies in the police: 12.3 1000 police officers are missing on the front line, gaps even in the elite CBS – says “Rzeczpospolita” on Friday. According to experts, systemic incentives are needed to change the situation. But is this the real origin of the crisis?
The paper points out that as a consequence of a shortage of staff in the streets, police parties appear little and little frequently. "The wage increases, the simplification of admission criteria, and the facilitation of return to the police service of pensioners have not improved the situation in the police. And the effects of the improvement of uniform classes to attract graduates take time. The personnel situation in the formation is inactive dramatic, patrols are missing in the streets and criminal professionals. It is exuberant" - says the newspaper, recalling the situation erstwhile in Warsaw a 25-year-old man solicited a young female returning from work – until he pushed her, grabbed her legs and dragged her across the asphalt, on a pedestrian crossing.
– The presence of patrols, including pedestrians, is preventive. If you can't see the police on the streets, the criminals are exaggerating. – says Dr. Cezary Tatarczuk, interior safety Expert. In the full country, 14 656 police officers are missing – vacancies scope 13.46 percent. Especially in Warsaw, where the staff gap reaches 2468 officers, which is 1 4th of the staff lineup. In the Lower Silesian state – one-sixth, in Silesia there are almost 1.7 1000 police officers, and in the Łódź state – 900 – the “Rz”.
He says that the incomplete cast is besides in the Zachodniopomorskie and Pomeranian provinces, and problems happen even in Podlasie. In prevention, deficiencies affect 8,500 police officers – and it is mainly they who bet patrols, in the criminal territory the shortage reaches 3.7 000 people. Even in the elite CBS, to which only a fewer years ago it was a dream of many – the gap concerns 318 officers, that is, 1 sixth cast", the diary emphasizes.
"As many as 12 299 officers are missing from the front line," the police officer states, publishing the latest data. – If you subtract people who are on leave, leave, leave, leave, and leave, then about 40% of their regular employment position falls out of the service. – says the paper head of 1 of the commands. And according to Rafał Jankowski, the president of the police union, there is simply a situation that the on-caller cannot send to intervention due to the fact that there are no people.
"No 1 is attracted to police, especially in large cities where the labour marketplace is competitive. Last year, 9438 officers left the force, 5174 arrived. This year's resignations besides trump engagements – so far 2,628 people have been admitted, and almost the second so many have been released, due to the fact that 5093. By the end of the year, at least a 1000 officers will be gone," the trade unionists say. "The thought of bringing in police pensioners, which has already been facilitated by the current government, has so far had a mediocre effect – only 120 people have returned," says Rz.
According to the journal, the situation is to be improved by graduates of uniform classes – but not for a fewer years. "The request for systemic solutions" is assessed by trade unionists and experts. They indicate that police inactive gain money to survive, and there must be permanent, systemic funding.
– Next week, we will petition the Parliament to address this issue. We want the police to be financed in relation to GDP says Rafał Jankowski. According to him, the staff crisis mainly concerns large urban agglomerations, Warsaw, Katowice, Krakow, which should be addressed in a peculiar way, e.g. in housing, financial and another social benefits, like MON. As Jankowski points out, it is not about pay, but about resources for everyday functioning.
However, no 1 mentions the reason for this crisis, which is the bad law in Poland and the policy of the government in Warsaw, which is doing everything to set up services and citizens against each other.
