The bailout strategy introduced on October 1st of the year by a fewer OPIS was to be a breakthrough in waste management and a way to increase recycling. Poles are sick of the bail system. From an IBRiS studio survey It is clear from the Rzeczpospolita that more than half of the respondents are negatively assessing the functioning of the bail system. As many as 30.3% of respondents justice him "bad", and 20.2% "very bad". Only 27.6% of respondents express affirmative opinions.
The survey was conducted on a example of 1073 adult Poles. It shows not only discontent with the bail mechanics itself, but besides a very low level of real participation in the system. It turns out that as many as 48.1% of respondents do not quit the packages covered by bail, 24.4% do so rarely, and only 21.9% declare that they do so often.
These data point to a fundamental problem: a strategy that was to mass-mobilise the return of packages does not actually affect much of the society. alternatively of a convenient ecological tool, a mechanics has been created to make additional obligations for consumers.

The deposit is added to the drink price and can only be recovered later – if the consumer decides to go through the full refund procedure. In practice, this means that part of the money remains in the strategy erstwhile the packaging is not returned.
As a result, the bailout strategy begins to be seen not as a tool for protecting the environment, but as a mechanics for draining citizens' pockets. Especially when, as investigation shows, almost half the society does not usage it at all.
More and more, therefore, indicate that alternatively of improving waste management, the fresh solution has created additional levels of bureaucracy and handicaps. Without the expansion of infrastructure, simplification of rules and real facilitation of return of packages, the bailout strategy can, above all, stay an costly experiment, the burden of which is borne by average consumers.
