PiS presents a plan for Poland. It's the end of the Green Deal and back to coal!

Law and Justice have published a 10-point thought manifesto called “Poland Declaration”, which is intended to supply a imagination of the future of the country under the regulation of the United Right. The document, which is simply a strategical decision to unite the right and attract the Confederation, contains a number of extremist proposals. However, the top controversy and surprise are the economical demands, including complete rejection of the EU Green Deal and carbonisation as the foundation of Polish energy. This is 180 degrees, even compared to the policy of the government of Mateusz Morawiecki.

Jarosław Kaczyński, presenting the document, did not hide that this is an offer aimed straight at the Confederation, aimed at explaining divisions on the Polish political stage. The Manifesto is to be the foundation for a future coalition that could take power in 2027 or in the event of accelerated elections. In addition to the hard course in abroad and interior policy, it is the provisions concerning energy and housing that show the direction in which the organization wants to lead Poland, which can be straight translated into wallets and everyday lives of millions of Poles.

"Poland Declaration". The PiS is reaching out to the Confederacy

The publication “Polish Declaration” is simply a precisely planned political action aimed at consolidating the right-wing electorate and building a broad front against the current ruling coalition. The inspiration for this form of manifesto was, as analysts indicate, Sławomir Mentzen's "Torun Declaration" from the presidential campaign, which proved to be an effective political tool. Now the Law and Justice are trying to usage a akin strategy to make the Confederate a organization that is expected to sign and declare loyalty to common ideas.

During the presentation of the document, PiS president Jarosław Kaczyński stressed: “We ask the Confederation to sign this declaration. We are making it public and we want to do so. It's crucial today. We request to know who wants what and what the divisions come from." The aim is not only to present your own programme, but besides putting the Confederacy in a situation where it needs to clarify its position – whether closer to the Law and Justice or considering another scenarios, including possible cooperation with Donald Tusk's camp, as Kaczyński warned against.

The Manifesto is simply a kind of test and invitation to coalition dance. His points were formulated in an uncompromising way to clearly delineate the dividing line. Key demands, specified as the deficiency of a coalition with Tusk, an alliance with the US or opposition to the migration pact, are in line with the rhetoric of the Confederation, which is intended to aid its leaders decide to support the declaration.

Tough anti-EU course and alliance with the US. Main assumptions of the manifesto

Most of the 10 points of the “Polish Declaration” focus on ideological issues and abroad policy, drawing out the imagination of Poland as a sovereign, conservative and skeptical state towards deepening European integration. The paper is clear on a ruthless and strategical military and economical alliance with the United States, as an absolute priority, overriding relations within the European Union. The declaration assumes that the Polish army is to be expanded in cooperation with the US and cannot be subordinated to EU command structures.

The relations with the European Union are clearly critical. The PiS categorically rejects "the fresh European treaty aimed at creating a single European state", opposes the migration pact and the introduction of the euro in Poland. Importantly, the manifesto lacks any affirmative programme for the EU – all records are defensive or confrontational. In interior politics, the paper announces that Donald Tusk and his colleagues will be brought to justice and that no government will be created with them in the future. In the field of education, the Law and Justice organization advocates a return to patriotic education based on Christian values and "the elimination of demoralizing curricula".

End of Green Deal and go back to coal. Shocking turn in energy

The most extremist and possibly costly proposal contained in the Polish Declaration concerns energy policy. Point 9 of the manifesto reads unequivocally: "No government will accept any elements of the absurd policy of the alleged Green Deal, and the energy policy must primarily focus on Polish natural materials, in peculiar coal". It is simply a declaration that means a complete break with the EU's climate policy and a return to the energy model from which all Europe is leaving.

This is simply a drastic consequence even to the policy of the government of Mateusz Morawiecki. It is worth reminding that his cabinet concluded a social agreement with miners, which she had established gradual extinction of mines by 2049. Although this agreement already generates immense costs – only this year the mining subsidies will amount to PLN 9 billion – it determined the direction of transformation. The fresh PiS manifesto completely negates it, proposing aggressive return to coal as the main origin of energy. specified a policy would mean not only an open conflict with Brussels and the failure of billions of euro from EU funds for transformation, but besides deepening Poland's dependence on fuel, which is increasingly costly and inefficient.

"Living a law, not a commodity". What does the Law and Justice promise about real estate?

The last, tenth point of the declaration refers to 1 of the biggest problems of Poles – the situation on the housing market. PiS, assuming a popular left-wing slogan, declares that ‘Living law, not goods’. The organization announces the implementation of "a appropriate housing policy aimed at lowering prices and not at the interests of developers". But that is where the specifics end. The paper does not contain any details of the mechanisms that would lead to price reductions.

Such generality raises associations with the erstwhile flagship housing program PiS – "Safe Credit 2%". Although it was intended to facilitate the acquisition of the first apartment, in practice it led to a sharp increase in demand, which with limited supply raised property prices by 20-40% depending on the city. Ultimately, the program, which will absorb over PLN 16 billion from the state budget, mostly contributed to the improvement and sales accounts, making the situation of people who were not eligible for credit worse. The deficiency of specifics in the fresh declaration makes it very cautious to approach the promises of a "right policy" which in the past has had a counterproductive effect.

The "Poland Declaration" is so a clear political and ideological signal. Law and Justice puts on a hard course, confrontation with the European Union and extremist economical proposals. Whether the Confederation and another smaller right-wing groups decide to sign under this imagination will decide on the form of the Polish right-wing for the coming years.
