The Latvian Ministry of Transport submitted on 7 September a draft ban on regular and irregular bus services to and transit to Russia and Belarus through Latvia. The restrictions are to apply from 2027. Riga, however, will leave gaps if the neighbours do not coordinate akin actions.
The prohibition is besides intended to cover transit
The Latvian Ministry of Transport prepared amendments to the Road Transport Act and directed them for consideration by the government. The task provides for a ban on regular and irregular global bus services to Russia and Belarus. It will besides cover transit through Latvia to both of these countries.
The Ministry of Transport of Latvia stated in an authoritative communicationthat there is presently 1 regular bus connection from Latvia to Russia. The regular way to Moscow is operated by Norma-A under the Ecolines brand. Authorisation for the line expires on 9 January 2027 and is not to be renewed.
Riga did not wait with the first restrictions to the fresh bill. From 1 November 2025 to 31 October 2026, there is simply a ban on irregular transport by Latvian border crossings with Russia and Belarus. The Ministry is preparing to extend this solution for another year.
Without a common policy there will be detours
The Latvian Ministry itself admits that the national ban will not cut off all traffic. Passengers can choose to connect through Estonia and Lithuania or usage microbuses that are not covered by current bus regulations. This is why Riga wants to search a coordinated solution at the level of the Baltic States and the European Union.
It's the right direction. A sanction with a wide list of exceptions rapidly becomes a motion alternatively of an effective tool. east flank borders must be treated as a single system, as Russian and Belarusian services do not respect convenient divisions between transport, trade and hybrid pressure. Latvia has already found that Protecting the border besides requires responding to attempts to circumvent it underground.
Lesson for Poland and the Baltic States
For Poland, the Latvian task is more crucial than 1 way to Moscow. Any limitation of legal travel channels to enemy countries should be assessed together with border security, freight traffic and service activities. Control is needed, but there are besides clear humanitarian exceptions and procedures for citizens returning home. The state must be tough and predictable at the same time.
Russia is constantly investigating the resilience of NATO's east flank, and Belarus participates in force towards the borders of the Union. In this situation, maintaining regular connections as in times of average relationships becomes a political signal. Latvia wants to change that signal.
The effectiveness of the ban now depends on the government in Riga and on cooperation with Lithuania and Estonia. If easy detours stay and not covered by the Microbus Act, traffic will simply decision to another routes. Poland should support a common standard for the full region. The safety of the east flank cannot be built in fragments.
