Speaker of the Sejm Szymon Hołownia agreed to the registration of the citizens' committee's legislative initiative to restrict access to pornography among children. The bill was prepared by the Ordo Iuris Institute. The authors require pornographic portal administrators to introduce effective verification of the user's age, and for failure to implement specified mechanisms would endanger to block the websites by net providers and prevent them from utilizing payment services.
The legislative initiative committee shall launch a collection of signatures for the project. The Ordo Iuris Institute and the Life and household Centre are among the members of this committee. Within 3 months it must collect 100,000 signatures.
Studies show that the first contact with pornography in children occurs on average at the age of 11. As many as 21.5 percent of children aged 12-14 declare that they watch pornography all day. 73 percent of children, on the another hand, believe that uncovering pornographic content is not a problem for them. The vast majority of minors search pornography through electronic devices.
Specialists in the field of improvement psychology emphasize that the usage of pornography by children causes a number of problems. These include addictions, brain developmental disorders, relation problems, depression, and anxiety. Recently, work on effective mechanisms to prevent kid pornography has started in countries specified as France, the UK, Canada and the USA, where specified mechanisms are already mandatory in any states. Italy is besides preparing to implement appropriate solutions.
The task prepared by Ordo Iuris aims to introduce a general ban on the sharing of pornographic material on the net in a way that would let children to usage them. The owners of specified services are to be required to implement an effective strategy verifying the maturity of the user. The effectiveness of this mechanics is to be assessed by the applicable authority. Platforms that have not introduced verification systems will be included in the central register. For failure to comply with the work will be threatened by the blocking of certain websites by net providers and cutting off access to payment services.
In early September, representatives of the Citizens' Legislative Initiative Committee requested the registration of the Committee in the Sejm. In fresh days, the talker of the Sejm Simon Hołownia has given his approval to register. Therefore, the collection of signatures under the task has officially begun.
