Trump claims that business reactions to date are not satisfactory and trust on either apparent movements or pending subsidies from the US budget. The president points out that we are talking about companies that offer the same medicines cheaper outside the United States. Trump expects companies to sale them in the US at the lowest prices among the same products they receive on the markets of another OECD countries, or developed countries of the world. The price simplification is intended primarily to cover prescription medicines recorded in the government Medicaid programme and fresh effective medicines placed on the market.

By 29 September, Trump gave the companies time to present binding declarations on the price simplification of medicines. "If you refuse to cooperate, we will usage all available tools to defend Americans from unfair pricing practices," Trump wrote. His calls include Eli Lilly, Sanofi, Regeneron, Merck & Co, Johnson & Johnson and AstraZeneca. In case of non-compliance, Trump threatens to introduce statutory price regulation or mass import of cheaper medicines.
