President Puławy, Paul Maj, expressed his outrage at the decision of the court, considering the payment of the fine as confirming an unfair and absurd sentence. On Monday, he was to be arrested for 5 days, but individual paid a fine for the city. The case afraid the usage of an eagle field at Primary School No. 4 in Puławy.






On Monday, a group of respective twelve residents of Puławy gathered outside a penal facility in Opole Lublin, supporting president Maj. Participants had banners with slogans specified as "release the eagle" and "court court, but justice must be on our side".


During the press conference, Paweł Maj expressed his satisfaction with the announced changes in the law, which are intended to let the beginning of all eagles in Poland, including Puławy.

- I'm sorry. present I was expected to be behind bars, but it turns out that the law can be changed," said the President, referring to the announcements of Minister Sławomir Nitras.

Maj stressed that he had been writing to decision-makers for years about making the eagle available to all children and willing, but his appeals remained unanswered.


- I'm sorry. This applies to all government, due to the fact that I wrote quite a few writings, even to Minister Nitras a year ago - a letter without answer – he added.

President Puławy believes that paying a fine for the city is simply a confirmation of the unfair judgement of the court. According to him, the deposit was intended to avoid compromising the state apparatus.

- I'm sorry. The payment of the fine is simply a confirmation of this despicable, absurd judgement of the court,' said Maj.

The legal advisor to the Pulawy City Hall, Ernest Stolar, reported that he did not know who paid the PLN 5,000 fine. He found out about the payment on Friday before 3:00.

- I'm sorry. We have confirmation that this payment has been recorded, booked for a fine and so this arrest will not take place today," explained Stolar.


When asked whether the Minister of athletics Sławomir Nitras paid the fine, Stolar replied that there was no specified information.

- I'm sorry. We can't confirm it or deny it. The answers will come in the coming days – said the legal advisor.




History of the Eagle Dispute


The case dates back to 2018, erstwhile a couple surviving close the school filed a complaint about sound and excessive field lighting. The court then banned the usage of eagles to persons who are not students of this school. After the construction of acoustic screens in 2022, the city decided to make the pitch available to everyone willing.

However, the matrimony again brought the case to court, demanding a fine of PLN 15,000 for the city. The Pulawy territory Court dismissed the application, but the matrimony appealed against that decision. In December 2023, the Lublin territory Court considered that the final judgement of 2018 should be respected.

For the violation of the ban, he imposed a fine on the commune in the amount of PLN 5 thousand, with a replacement in the event of its failure to pay for 5 days of imprisonment to the individual entitled to represent the debtor, or president of the city of Puławy - said PAP spokesperson for civilian territory court in Lublin justice Andrzej Mikołajewski.

President Puławy has declared from the beginning that the city does not intend to pay a fine. In this situation, the punishment was changed to 5 days in prison. The deadline was set at 7 April.

In an interview with PAP, Paul May expressed hope that his symbolic jail time would contribute to a change of law.

- I'm sorry. There are 2,6 1000 eagles in Poland and, in fact, all locality, the municipality is exposed to the fact that individual will bring noises from the field to court, and children outside the classrooms will not be allowed into the area," Maj explained.


Minister of athletics and Tourism Sławomir Nitras announced in the Sejm that the ministry is preparing changes in regulations.

- I'm sorry. We've prepared a legal solution. We're already advanced in this project. We will change the law within a month.... No more eagle, no sports facility will be closed," the minister said.


48-year-old Paweł Maj has served as president of Puławy since 2018. He won the second circular of elections with 55.96 percent support. Last year he successfully ran for re-election, scoring 68.04 percent of the vote.
