As of May, it will not only be possible to enter the Marine Eye by horseback. This hysterically demonized by eco-fanatic means of transport has so far been supported by the Tatra governor. However, in the face of legal changes, the self-government lost its decisive voice.
According to the amendments to the Electromobility and alternate Fuels Act, signed by the president in mid-December, directors of national parks may find that the park's educational activities and its making available may be carried out with the aid of zero-emission vehicles. This is crucial if electrical vehicles are allowed, among others, for a popular way to the Sea Eye in the Tatras. Earlier, the Tatra governor, as the manager of this road, opposed the introduction of "electricians", defending the erstwhile horse transport. Following the entry into force of the novel, a decision may be taken straight by the park manager.
According to PAP manager of TPN Szymon Ziobrowski, after the entry into force of the novels about electromobility, the road manager to the Marine Eye is inactive the Tatra governor, but the fresh regulations (Article 40a (15)) let the park manager to issue an order whereby educational activities and the availability of the park area can be carried out utilizing electrical vehicles powered by hydrogen or natural gas.
– Consequently, it is planned to introduce electrical buses with educational service as an alternate to the erstwhile horse transport. At the same time, horse transport will not be liquidated, although it may undergo certain modifications. The details of these changes are not yet known, as discussions are ongoing between all stakeholders– Mr Ziobrowski explained to PAP.
Starosta Tatrański Andrzej Skupien believes that the amendment of the Act on educational activities of the national park with the aid of zero-emission vehicles is simply a "typical insert" to the broader law.
– This changes the situation; although it is not possible to establish fresh regular lines, which are governed by separate rules, the park manager can introduce specified a service by his order. It's a typical part of government that settles a unit, another thing. It's a small inelegant from the legislature. However, we hope that the common sense of all parties active will lead to the fact that there will be no victims and that the interests of all parties will be ensured – said PAP Focus.
The acquisition of 4 electrical buses, which from May are to carry tourists over the popular Tatra lake, financed the Ministry of Climate and Environment for PLN 198 thousand. Minister Paulina Hennig-Kloska, who met with fanatic activists in May demanding the elimination of horse transport and carts, promised to buy “electricians”. At that time, a 12-point agreement was concluded concerning, among others, the restrictions on the number of people on cars and electrical bus tests on this tourist way were started.
All in all, despite the fact that veterinary investigation has shown that horses carrying tourists to the Marine Eye are not harmed. At the end of the U.R. territory Attorney's Office in Opatów dropped the investigation into a horse that tripped and fell on the road to the Marine Eye. According to animal rights defenders, animal abuse occurred, but this was ruled out by an expert veterinarian.
