2nd circular of elections in Toruń: is Zaleski's post-communist "living forever"?
[Post-communist concrete in the head and on the ground, alternatively of... green!]
I address this publication especially to those Readers from Toruń who intend to proceed to vote for Michał Zaleski, being unconsciously victims – mostly – of his constant propaganda. Especially as M. Zaleski has had and has had – for 22 years and unlike all his counter-candidates – "own" local television, founded by him (also as president of the Youth Cooperative) in the form of TVK in the alleged cable, with a scope across the city. This TVK believes that “a day without a card for Zaleski is simply a day...lost”! These lovers (electorate) of president Zaleski – to whom I mostly address these considerations – most frequently usage the argument that: “Zaleski is building a lot”, to which I invariably reply, that “every fool can spend money – especially not his – due to the fact that it is no art; and it is the President's work to spend it wisely and for the common good”! [To Zaleski’s ‘standard’ investments I will decision on extensively.]
But let's start with a well-known – throughout the PRL – joke. Let us add here – for the younger readers – that the communists from the alleged PZPR nomenclature (from the 1970s) could be about divided into the little ambitious ones – which were adequate for the “studies” on the frill, called the Higher School of Social Sciences at the Central Committee of the PZPR – and the more ambitious ones who wanted to complete a university degree. Below is simply a brief illustration of the mode of these "studies".

The annoyed secretary responds with an uplifted voice:
- I'm sorry. Comrade Dean, I see you're trying very poorly.
And he throws the phone!
This joke, known throughout Poland at the time, made a alternatively shameful – unfortunately – mark (probably exaggerated, due to the fact that it afraid only 1 department) on the reputation of the UMK, for many years. And it was this department that Michał Zaleski studied, achieving the position of a individual who was highly educated; although, I think, until late (to my suit against the municipality - for the massacre of trees - recognized by the territory Court), he may have had no thought that the trees he was cutting with specified a passion produce... oxygen for breathing! There he joined the Socialist Association of Polish Students (not to be confused with the earlier ZSP, owned by the PZPR, as part of the “unity of the nation”), and earlier to the Union of Socialist Youth; to yet – from the above recommendations – join the Polish United Workers' Party.
[I have presented the membership of youth organisations as alternatively, due to the fact that there is barely anything on the web about Zaleski, which leads to the conclusion that, for a individual so public and this for so many years, the president has been trying to hide his cognition of himself; which is clear evidence of... An extraordinary short biography note on Wikipedia, regarding his person..?? A biographic note dedicated to my (a much more modest in the public dimension) individual is, for comparison, 3 times more extensive?]
Thus, although Wikipedia states – just and... euphemistically – that "before 1989 he was a associate of the PZPR", it is certain that Zaleski joined the PZPR at the latest in the mid-1970s and since then all the time – until the "elevation of the banner", in January 1990 – he faithfully served it, including the alleged PZPR nomenclature, from which the "nominations" were obtained for intrusive positions (for the "equal" ones)! So he went through martial law – despite the cleaning in the organization at the time, to those little humble – as a board member, and later – nominated from this nomenclature and unfortunately for the full Toruń – became president of the Youth Housing Cooperative; the then giant on the scale of Toruń and voivodship, and possibly even Poland..? I wrote: "Unfortunately", due to the fact that it was in those "post-war" years that Zaleski created the seeds of the sitva, which after years dominated all power in Toruń (and besides partially – and in the province), passing with him – as president of Toruń – to many offices. 1 can find among them specified names as: present – and akin to Zaleski "impossible" – Marshal P. Całbecki, or known in Toruń gentlemen: Fiderkiewicz, Czyżniewski etc.!
So, in my opinion, Toruń is 1 of the most corrupt cities in Poland and, consequently, has been the leader of the most indebted cities in Poland for many years! erstwhile in 2014, after a propaganda speech by Zaleski, in which he underestimated this debt, I asked him maliciously: "Do I realize that if he owed Toruń 3 times more, then he would have been a three-time better president?", he said to me insolently: - "Yes!" [Where did he take this slogan in this year's campaign, as the “logo” of his committee, utilizing the slogan of Wałęsa, from a run in 1990 which I was a crucial co-author!] He could afford specified insolence, due to the fact that at the time, the president and the residents came mainly on duty... “clack”, cheering Zaleski and aggressive against any critical voices! besides I was “getted” then, for my “incorrect” questions. [The spending of his own subordinates/officials at specified meetings, Zaleski draws from his own party’s ‘traditional’ erstwhile people were spent on ‘first-timers’!]
Toruń nepotism and corruption besides contaminated local prosecutors – and possibly courts – as is the case with my late Father's request for notarial expropriation of the apartment, on the basis of the Act of 15 December 2000 on Housing Cooperatives. At the time Zaleski – inactive as the president of the MSM – blocked the proceedings of these applications (and his successor continued this ban, of course), under the false pretext of "ordering up property relations", as regards individual plots. [Remember that MSM is liable for the most attractive areas in Toruń.] So how did this multi-year “ordering” of plots look? Our block inactive stands on 2 plots (which should be changed then (because it is "ordered" due to the fact that it is geodesically flawed), but it was truly not about that, but about ripping out from these plots a large fresh game to fill – against the will of the inhabitants – a fenced flat building (for the "equal ones"), depriving residents of: parking lots, sleigh hills and greenery (including 30-year-old trees); the second is the beloved business of M. Zaleski! specified geodesic applications were submitted for approval by the president of the city, and the “spring” on this poisoned “tour” was at the time the fact that this application was submitted – in the summertime of 2002 – by the president of MSM, M. Zaleski, and approved it – in the autumn of 2002 – the same Zaleski, but already the President! [The organized and decisive protest of the residents of the settlement destroyed – fortunately – these plans and Zaleski's successor in the MSM had to give them up.]
During this “afhere” – acting as a proxy for my late Father – I found the first authoritative MSM document, which was the consequence of this “ordering”, in which the numbers of the eternal books of 37 plots on this property were recorded. And imagine that on 37 perpetual book numbers, 32 numbers were false! Already before and without any checking activities, the local prosecutors refused to initiate an investigation – on our announcement of many years of violation of the Act of 15 December 2000, by MSM – but having this paper in court, I managed to get a resolution ordering the prosecutor to initiate an investigation! What did the prosecution do then? Ano asked MSM if the MSM board would be willing to admit... to committing a crime...?! [This is my mocking summary of this prosecutor's act, but it accurately reflects its essence.] In response, the MSM Management Board – to “common amazement”..? – did not admit guilt by drawing up an extended “auto-laurel” for its own achievements. The prosecution's actions were exhausted, culminating in the resignation of the proceedings, and the court – ruling on our complaint – approved it! And this is the standard of the prosecution's actions (and another law enforcement authorities in Toruń), due to the fact that I experienced this in all (and there were 4 of them) cases erstwhile I complained about the actions of the offices here, in cases of alleged authoritative crimes, as recorded in Article 231 of the Criminal Code. I do not know any example of a citizen winning a case against the actions and decisions of local offices! That's the integrity of the law!
Similarly, it was – most likely – about the acquisition of plots belonging to... Zaleski's colleagues, for the horrendal amounts, in order to build a fresh bridge on the axis of East St.; alternatively on the axis of Waryńskiego Street, planned for decades. This case besides ended up in the Toruń prosecutor's office and, according to the “standards” described above, was “failed”! [To this bridge, Gen. Elżbieta Zawacka – supposedly ‘urban’ – will come back much further, referring to Zaleski’s ‘standard’ investments.]
One of the most expressive contacts of this “host of Toruń” or president Zaleski – referring to his first electoral slogan of 2002: “Time for the Host” – is the scandalous, overgrown ruin, in the very centre of the city (after the erstwhile supermarket), at the mouth of Grudziądzka Street on Chełmińska Road! Since then – for many years no 1 has mentioned the host of this monument of unprofitableness; even the local press, which has seemingly become accustomed to this disgrace, treating this ruin as a specific, regional... habitate!?. [Nota bene – local media were someway included in the local sitva, about which it will besides be further.]
President Zaleski, on the another hand, spent quite a few time, from the very beginning of governments, attending various events, during which he could "shut his hand" to the average inhabitants, sustaining – or inciting – their love for himself. [Without any scruples (and moderation) he always appeared where the bishop of Toruń appeared (or gathered from the 30th inhabitants, which reached his ears) to take the voice there, or - at least - shake hands with those inhabitants of Toruń; thus constantly seeking his "publicities"! Throughout these 21 years of rule, he has “squealed” the hand of the majority of the inhabitants of Toruń; so he is clever and “loved”!]
He besides did not despise the town’s curiosity. At the time (in the first years of the rule) the celebrated Andrzej Szmak appeared in his orbit (thrown out of the weekly "Wprost"), whom I called "the manager of propaganda for president Zaleski". [He was specified a local mini-Urban for the president, even though he did not send “pockets to the homeless in N. York”.] This figure, in March 2006 – erstwhile dead swans were found in Toruń - highly intense creatively, she ran around the office with a shout: “What a wonderful advertisement for our city – all Europe talks about us!” The consequence of this intellectual uplift was the erection – on the Philadelphia Boulevard – of the “Torunic Divinity” in the form of a swan made of straw; fortunately, it made nature rapidly “dissolved” with it! [ Fortunately, as the press reported at the time, we besides threatened to make it even out of copper or bronze! Why not a goldsmith?!]

This “smoke” activity reflects the value of Zaleski's electoral promises – it is their trademark – which could be exchanged “indefinitely” ...!
At this point, it is essential to add the last act of the "provided President" (as present – in the second circular – the inhabitants) of 7 April 2024, i.e. on I circular of elections. He appeared then – around 16 p.m. and during the indulgent Mass in the parish of Divine Mercy and St. Faustina, before the end of the liturgy – with a fewer minutes of electoral agitation, empathizing with his false (for show) religiousness, for which he received – from the gathered – rather "sudden" applause! At the same time, he insulted my spiritual feelings due to the fact that I attended the church to worship the God in whom I believe and love; not to participate in a “first-class academy”, so close to M. Zaleski erstwhile he was a faithful associate of the PZPR! This scandal illustrates his contempt for the law and the belief that he is almost a “king” in Toruń, whom everything is allowed!
Before moving on to specifics – the most crucial ones for everyday life of the inhabitants, in the second part – let us effort to further unravel the political views of Michał Zaleski and the values that constitute his signpost of life. [Although it is known that almost all self-governor – including M. Zaleski – will tell us that he does not have any political views, but without hesitation we can put specified declarations "between fairy tales".]
- So long years – since his early youth, through martial law, until his "replacement of the banner" in 1990 – belonged to the PZPR, but he was not a private associate in it, but he was an highly crucial associate of the local organization nomenclature, which determined his professional career; not his qualifications (if he had one?). [Starting with working in the management of “Baju Pomorskie” in which he was located; what is he ashamed of due to the fact that he lacks this nomination in a Wikipedia memo dedicated to him..?]
- After the resolution of the PZPR, he discovered in himself a love for... unpartisanity which he announced shortly and at which he declared invariably, until today.
- Despite his... unpartisanism, he sat on the City Council from 1994 to 2002, for the SLD. [He was chosen from a letter of the SLD, which is his PZPR-owski friends.] It is worth noting that he was already afraid about nature, taking part in the work of the environmental committee! [This b. is crucial – though rather humorous – in the context of what I will compose further about, that is, his “barbarbaric”, mass logging of trees; from the beginning of the presidency.]
- Then (in 2017) he became acquainted with the Agreement party, forming part of its advisers.
- Earlier – after 2000 – he joined the Ordinac Association, which at the very beginning entered into its "ideo banner" liquidation... Radio Mary! [What, as I recall, was publically preached by 1 of the founders of this Association, Wł. Czarzasty; the 1 from Rywin's affair and the celebrated phrase “or magazine”.]
- However, this “ideal banner” of the Association did not bother him in anything, erstwhile at the same time – from the very beginning of his regulation (and besides before) – his head floated above the crowd of participants (if he is nearly 2 metres tall), at all celebration/year of Radio Maryja! With what – of course – he collected “chosen” profits!
Here it is appropriate to add a fewer more words about this Orthodox Association, since president Zaleski joined it, defining – this accession – his individual values. It is the Association – or more specifically, the “community of common adoration” – grouping organization activists, from the generation of the most repugnant PZPR activists (born around 1950); for cynical and lacking from any idea, but one: “get to power and trough”! [They had long since believed in communism. And on this background, even their predecessors, who were ideas, are better off; although, of course, these ideas were mostly criminal..!]
Taking all the above into account, it can be concluded that president Zaleski's alleged "coal capacity" has no limits; for he can ally himself virtually with anyone; as long as this ally gives him electoral profit (or electorate voices), which will consequently guarantee that he retains his office (and, to put it plainly, "cority"), that is, precedence in the "railness of pecking"!
However, in those unfortunate (for Toruń) 21 years, president Zaleski did not "earn" besides much – at least officially – at this office; having now a modest, cooperative flat (probably from the years preceding the presidency) and 2 cars (including: 1 junk from 2005 and Volkswagen from 2020, worth about PLN 83 thousand). All of this is the property of the marital property union, with the second wife Krystyna, who, as is known, was the manager of the infirmary at Batory Street. In addition, they share a modest suburban plot, built with a recreational-summer cottage. Finally, the matrimony union, in the form of cash resources of almost PLN 250 1000 (which in 2018 amounted to only PLN 41 thousand). However, here are any "curious"/mysteries, namely:
How is it possible that the individual who in 2022 earned – for his work at the President's office and for his pension due – the amount of PLN 374 281 gross (i.e. over 31 1000 gross monthly) is so comparatively "poor" – in relation to his earnings, and besides together with his spouse – in real property and cash resources? due to the fact that I do not think that president Zaleski will spend these apparent surpluses – between earnings and property – “for beer”?!
Why did president Zaleski's property statements – before 2018 – vanish from the City Hall?
Let us besides note that - rather by accident - the daughter of president Zaleski, Monika, built herself a "moderate residence" not far from Toruń; next to the erstwhile and rector of the UMK, the notorious onegdaj Prof. A. Tretyn.?

In the second part of the publication, I will discuss any of president Zaleski's investments, and let this part be announced by the above-mentioned monument Zaleski, who – otherwise – exhibited himself: both in brass and in... activity!
Let us add that in the first circular Zaleski lost clearly to... his vice president (with KO)! So possibly it's any "Plan B," which is simply a planned subnominal/roszada "at the trough": "Because I'm old, we agree that I'll be vice president now if you request me!"
