Przemysław Czarnek on 8 September accused Donald Tusk's government of limiting the Central Communication Port. It indicated a decrease in the planned capacity from 45 to 34 million passengers per year, a simplification in the railway programme from 1800 to 480 km and lower funding. Future revenues of the state, transport cohesion and economical sovereignty of Poland are at stake.

CPK after a 1000 days of government

Przemysław Czarnek appeared before the Ministry of Infrastructure on 8 September. The candidate of Law and Justice for Prime Minister argued that after a 1000 days of the regulation of Donald Tusk's coalition, the biggest Polish improvement investments were delayed or limited. The central communication port was the main example.

The politician has made circumstantial allegations. According to him, the capacity of the planned airport was reduced from 45 million to 34 million passengers per year, and the railway part of the task was reduced from a network of 1800 km to Poznań, Łódź and Warsaw with a dimension of 480 km. It is an evaluation and a summary presented by Czarnek, not an independent audit of the full project. This does not change the fact that the scale of Port Poland and the sense of the timetable adopted require tough, public control.

Less money, less opportunities

Czarnek besides pointed to funding. He said that the Ministry of Infrastructure asked the Ministry of Finance for bonds worth just over PLN 7 billion alternatively of PLN 11 billion. He besides cited reports that the railway component from 2024 to 2026 was to be PLN 14 billion, while presently PLN 6 billion is to be available for the full project. Since these amounts fell in opposition policy speech, the government should respond to them position by position.

A major infrastructure investment cannot be held hostage by any party's propaganda. It must have a clear budget, a realistic timetable and a scope that meets the needs of the State. That's why CPK dispute cannot end with government and opposition messages. Poles finance this task and have the right to know which elements have been removed, why it was done and what the consequences for the regions will be.

The railroad is simply a substance of the full country

The most serious allegation concerns the railway component. The airport can only become a flywheel if it is connected to a large part of the country. Limiting the network to an axis covering Poznań, Łódź and Warsaw would mean a weaker improvement impulse for cities and districts located outside the system. Poland does not request another investment focusing benefits in respective metropolises. He needs a strategy that reduces the real distance between the center and the province.

The CPK besides has a strategical dimension. The own aviation hub and the efficient railway network increase the resilience of the state, logistics capabilities and position of Polish companies. Without a adequate scale, the task can stay an costly port which will not take over an crucial part of the traffic and build a strong economical base around it.

The state must think beyond term

Czarnek said that delays take distant future gross from the budget. This thesis requires bills, but points to a fundamental point: the cost of omission is besides a cost. Each year of hold shall mean preparatory expenditure, hazard of more costly contracts and lost investment opportunities.

The government is required to show Poles the full balance of changes in the CPK. fresh names, presentations and promises of subsequent terms are not enough. Binding decisions, secured backing and a network that serves the full nation are needed. Poland, which itself resigns from major projects, is doomed to the function of the periphery. Poland, which builds them wisely and consistently, strengthens its own freedom of action.
